Revised Waiting List Application Process
Attached is
the Wait List and Slip Assignments approved at Monday night's MYHMC meeting.
The wait
list itself is ranked by the priority order assigned based on the date of
receipt of the completed application including the required copy of the
boat's current documentation and/or registration and the cashier's check or
money order for the deposit. Prior to the assignment of slips, those on
the wait list were queried to make certain that they had a boat to move into
the slip and that they were aware of and willing to comply with the insurance
requirements of the harbor.
Applicants
with an "NC" in the Wait List Order column had not supplied the
complete application package as of Monday.
Note that
there were only nine slips that became available for the wait list and these
were assigned according to the Wait List Order, accounting for the slip size
needed for the applicant. Hence, the seventh person on the wait list
could not be accommodated due to the size of his boat since no more slips of
the required size were available.
Should a
successful applicant not complete the leasing process by the required deadline
of April 30th, his slip will be awarded to the next applicant in wait order whose
boat will fit that slip.
For those
who did not receive a slip, we are sorry, but there were only a limited number
of slips available for lease in the harbor. If you are presently in a
slip on the West (NOYC) pier, we ask that you move your boat as soon as
possible to the East or North Pier while you make arrangements to move your
boat to another harbor until construction is complete and the permanent slip
lease process is initiated. We understand that there are a number of

Waiting List Application Process
We are now ready to move on to the next phase of temporary slip leasing. You have asked to be placed on the waiting list and we will now try to accommodate those applicants who meet the criteria to proceed and wish to do so:
1) Do
you still have an interest in having a temporary slip lease in
2) Do you presently have a boat in the harbor or are you ready to move a boat in immediately upon the awarding of a temporary lease?
3) Is your boat in operable, seaworthy condition? (See www.noharbortenant.org for the specifics of these requirements.)
4) Are you prepared to meet the following insurance requirements?
a) $500,000 in liability coverage naming the Harbor and the City of
b) Hull Insurance on your boat?
If so,
please check your name on the attached
list. If your application was complete, you have been assigned a Wait
List Order Number; if not, that field is blank. This may be because you
did not send the required cashier's check or money order for the deposit (not a
personal check) or because you did not submit current registration or federal
documentation with your application. Your Wait List Order Number will be
assigned as soon as the missing items are supplied. This may be done at

Your prompt attention to this matter will be greatly appreciated as there are more waiting list applicants than we expect to have slips available.
These
are the final instructions regarding lease signing beginning this Saturday,
3/14:
At the
regular monthly meeting of the MYHMC on March 9th, several changes
were made to the lease form, including dropping the requirement to have the
City and MYHMC names as "Loss Payees" in your insurance policy and
allowing the amount of marine property insurance to be on an "actual cash
value" rather than a "replacement value" basis. All other
provisions, including the provision to name them as additional insured are
expected to remain unchanged. Be certain to review the attached
final copy of the lease document on Page 5 as well as the addresses for notices
on Page 3 to make sure your insurance is acceptable.
The
following dates have been set for lease signing which will be held in the
meeting room of NOYC:

At these
times, your lease packet will be available containing four copies of your lease
to be executed by all parties to the lease, Attachment
A to the Lease, Additional
Information for the Lease, and a copy of Harbor
Rules and Regulations with acknowledgements to be executed by all parties
to the lease. The lease itself will be completed with the information you
have previously provided (You do not need to print out the attached
lease and bring it with you.) You may want to save all of us some time at
the signing by completing Attachment
A and the Additional
Information for the Lease Page (attached) and emailing them to Mamsie
Manard at mamsie@bellsouth.net.
At the time
you execute and deliver the lease, you will need to provide the following (if
you have not already done so):

addition, if your boat is shown on
our list as not having been inspected satisfactorily, it is during one on these
sessions that you should present your boat for inspection.
This will be accomplished by bringing your boat under its own power to the dock
immediately in front of the harbormaster's office. Please see the
resolution authorizing the leasing process for information regarding boat
condition which can be found on our web site at www.noharbortenant.org.
If you do
not have your insurance and registration/documentation straight already, you
should resolve it immediately as you
must complete the leasing process by 3/31 or your slip will be reassigned to
someone on the waiting list.
If you
would like someone else to pick up your lease packet, you must supply them with
a note allowing them to do so. Just remember that you must complete the
entire process by

have signed all the documents and provided the insurance and
registration/documentation and returned them to us, the insurance will be
reviewed by the MYHMC's and the City's insurance consultant who shall have the
final say on whether your insurance meets the requirements specified.
If you are
in compliance with the requirements of the lease and your assigned slip is
vacant, you may move your boat into your assigned slip before the lease is
signed. Eviction notices will be posted soon on those boats that remain
in slips to which they are not assigned and the process to remove them from
their slips will proceed.

All applicants who were eligible under the Resolution
authorizing the process were provisionally assigned slips on the West
Pier. Minor changes have been made to rectify mis-assignments of slips
under that process. For all applicants: these are the recommendations of
the MYH Slip Allocation Working Group and must be approved by the Board of the
Municipal Yacht Harbor Management Committee which is expected to take action at
its regularly-scheduled meeting at
For applicants who were provisionally assigned slips, but whose boats could not be inspected for compliance prior to the meeting of 12/13, a satisfactory inspection of your vessel must be completed before a lease can be signed. Inspection times will be posted along with the time line for the lease signing and move-in once that is determined.
For applicants who were provisionally assigned slips, but who have past due balances for previous slip rentals, you must be prepared to pay the amounts shown by cashier's check or money order before a lease can be signed.
For unsuccessful applicants, your cashier's or money orders
will be available at Monday night's meeting; if you do not plan to attend the
meeting Monday night, please advise me as to whether you would like to pick it
up or have it mailed. Personal checks will be voided. Unsuccessful
applicants who were not eligible in the initial allocation due to their boat
not being in the harbor by the required date may choose to leave their deposit
check in place. We will ask the MYHMC Board to establish a waiting list
of these and others who did not apply timely so that these additional
applicants may be considered for temporary leases should successful applicants
who were assigned slips not complete the temporary leasing process. In no
event is it expected that these deposits be held be held past
Please be advised that the form of lease containing the requirements for occupancy together with Harbor Rules and Regulations and lease fees will be reviewed and acted on at Monday night's meeting. These will be posted on the harbor's official web site (www.nomyh.com) after the meeting so that you will be aware of the requirements prior to signing your lease.
